Nature of Complaint

CALLER REPORTED A RELEASE OF AN UNKNOWN AMOUNT OF UNKNOWN MATERIAL AND OIL FROM THE SRP. CALLER STATED THAT THEY DISCOVERED PIPING LEADING TO THEIR PRIVATE POND FROM THE SRP AND HAVE OBSERVED, A SILT LIKE SUBSTANCE AND UNKNOWN OIL COMING FROM THE PIPING. CALLER STATED A PATCHY BLUEISH SHEEN COVERES THE ENTIRE POND AND THEY ARE OBSERVING DEAD MARINE LIFE IN THE POND.

Initial Investigation

1000 Arrived on-scene to check property for chemical impacts to the pond. Checked pH of runoff from neighboring property that came back as 6pH. Checked the pond and runoff with chemical strips for potential hazards. All readings came back negative for chemicals. Advised pond owner the fish kill appeared to be naturally occurring due to an algae bloom impacting dissolved oxygen. Advised owner on some pond care that could be done to prevent dropped DO including installing a fountain to aerate the water. There is another CTS open regarding issues with the neighboring property. See CTS 111645. I recommend this report closed with no further EPD-ERT action at this time.

1645 Confirmed with SWP. Caller stated a fish kill has been observed at their pond. Suspected release coming from neighboring property into their pond from a nearby spillway connecting the pond and the property under construction. Notified fisheries and the district. Fisheries advised that this not being waters of the state and private property they would not be investigating.
