Nature of Complaint

Mr. Alford lives in downtown Brunswick and wants to elevate his complaint about the odor from Georgia Pacific in Brunswick. He advises that the odor routinely wakes him up in the morning (I suspect during inversions) and that the odor is impactful to the community and a factor in preventing the growth of downtown Brunswick. Mr. Alford is a local architect, sits on the planning board, but says he is moving on and has put his house up for sale (lives downtown). I think Coastal has done what we can for Mr. Alford, but I suggested he discuss his complaint with the unit assigned the facility for compliance and perhaps that he discuss his concerns with ambient monitoring to understand what is being monitored and what the data shows.

Follow-Up Investigation

Called and left a voice mail message to the Complainant on January 24 at approximately 2:20 pm. Received a phone call from the Complainant at approximately 3:00 pm. Spoke to the Complainant about the Company's findings associated with the odor complaint. The Complainant stated that the odor issue is an ongoing problem in downtown Brunswick and affects businesses. In addition, the Complainant requested contact information for the Ambient Air Monitoring Group. Lastly, the Complainant was fine with the closure of the complaint. Recommended action is the closure of the complaint.

Follow-Up Investigation

Received a response from the facility on January 22. According to Ms. Holmes, the Company investigated any possible issues that may have occurred during the time of the complaint . However, they did not find any unusual operations nor NCG/HVLC venting occurred on that day at their facility. In addition, the Company stated that the wind was out of the N-NNW between 10:00 am and 11:00 am on that day. Furthermore, the Company stated that that the wastewater treatment plant for the City of Brunswick is also located between the facility and the general area of the complaint. And without knowing the exact location of the complaint in relationship to the prevailing wind, it is difficult for the Company to be more specific concerning a possible impact from their facility versus other area sources.

Initial Investigation

Sent an email to the facility's senior environmental engineer, Ms. Jill Holmes, on January 22, 2019. The email requested the facility to investigate the issue and submit the Company’s findings to the Division. Also, the email requested that If there is an odor problem at the facility, the Company should submit information to the Division addressing the root cause of the problem and the corrective actions taken to rectify the situation.
