Nature of Complaint
STEVE NANCE, COUNTY ADMINISTATOR, RECEIVED A CALL FROM A CITIZEN LIVING ADJACENT TO THE LANDFILL COMPLAINING ABOUTTHE ODOR. THE COMPLAINANT STATED THAT THERE HAS BEEN A REALLY BAD SMELL IN THE AREA AROUND THE LANDFILL AND THAT THEY HAVE NOTICED A LOT MORE BUZZARDS AND SEAGULLS HOVERING AROUND THE SITE. TRUCKS LEAVING THE SITE HAVE LOOSE PLASTIC BAGS THAT GET BLOWN OUT ONTO THE SIDE OF THE ROAD GOING TOWARDS FLORIDA.

I Spoke With Mr. Purvis Who Stated He Had Talked Wth The Complainant. He Told Me He Knows This Man And Was Able To Work With Him. The Landfill Has Gone To A ""Cover As You Go"" Program At The Working Face To Help Eliminate Odors. Additionally, They Have Mini-Flares To Burn Landfill Gas Which Greatly Reduces The Odors.
The Landfill Has An Agreement With The County To Use Both Employees And Inmates To Pick Up Litter Along Hwy 121. The Local Police Are Also Ticketing Trucks For Littering Along The Highway.
A Letter Dated 14aug07 From The Environmental Protection Manager, Alfred Burson, Was Received By This Office Stating All The Above And Is Attached. Recommend Closing This Complaint.

Called Jerry Snipes, Acting Lead Operator, He Understood Problem. He Said That It Was Caused By Having A Couple Key Pieces Of Equipment Out Of Service Not Having Enough Personnel. He Hoped To Have The Equipment Up And Running By The End Of This Week. I Told Him I Would Contact Morris Purvis, Manager, Next Monday And Talk To Him About Some Other Options.
We Also Discussed The Problem Of Trash Blowing Out Of Trucks Going Back To Florida. Currently They Are Blowing Out Most Of The Trucks Before They Leave The Site. He Told Me That Some Of The Covers Were A Real Mess And In Tatters. I Offered The Suggestion That They Refuse To Take The Load If The Cover Was Not In Good Shape. He Agreed.
I Asked Him To Have Morris Call Me When He Got Back From His Vacation Next Monday. He Said He Would.
