SEVERAL OPERATIONAL CONCERNS AT CHARLTON CO.-CHESSER ISLAND ROAD LANDFILL (SL). CLAIMS ASBESTOES NOT PROPERLY HANDLED - AVERAGE 2 SEMI-TRACTOR LOADS EVERY OTHER WEEK, DUMPED IN GENERAL WORKING FACE, NO PRECAUTIONS BY DOZER OPERATORS, BAGS BURST OPEN WHEN MIXED WITH GENERAL GARGAGE; ASH PITS ALLOWED TO FILL WITH WATER, NOT PROPERLY MIXED; SILOS CONTAINING ASH HAVE LEAKING SEAMS, ALLOWING ASH WATER TO SOAK INTO GROUND, POSSIBLY AFFECTING SURROUNDING SURFACE AND SUB-SURFACE GROUNDWATERS; WHEN INTRODUCING ASH TO THE WATER PITS, VALVES OPEN, CREATING AIR-BORNE HARMFUL DUST; INTERMEDIATE CELL COVER NOT ADEQUATELY GRASSED, EXPOSING BURIED SOLID WASTES; AND UNDER WET CONDITIONS, GARBAGE ALLOWED TO WASH OFF-SITE INTO SURROUNDING WOODS.

I Received A Letter Today From Mr. Al Burson, Environmental Manager, Waste Management Of North Florida (See Attachment), In Response To This Complaint. I Recommend That This Complaint Be Closed For Several Reasons; 1. On 7jun07 I Performed A Semi-Annual Inspection On This Site And Found No Evidence Of Problems With The Handling Of The Asbestos, Their Solidification Process Or Any Exposed Waste. Their Problems Centered Around Keeping Areas Not Being Disturbed For Three Or More Months Vegetated. 2. This Site Has Done A Lot Of Research And Spent A Lot Of Money On Techniques For Handling Fly Ash. My Inspection Showed No Evidence Of Leaking Seams. Even If Watered Down Fly Ash Leaked Onto The Ground It Would Not Hurt The Groundwater. Fly Ash Is Currently Used As A Base For County Roads. 3. Mr. Burson And Mr. Purvis, Site Operator, Did Not Take This Complaint Lightly And Inspected The Site For Not Only Exposed Waste But Waste Being Washed Off The Site By Significant Rain Events. None Was Found. 4. This Complaintant Has Remained Anonomous. This Is The Second Time He Has Sent In Complaints That Have Been Bogus. Future Complaints From This Individual Will Be Reviewed Carefully Before They Are Entered Into Cts.

This Is A Complaint From An Employee Who Is About To Be Released For Cause. As Soon As I Called Mr. Purvis He Was Able To Tell Me His Name Even Though It Was Confidential. We Discussed All The Issues And Purvis Is Going To Send Me A Letter Answering Each So That I Can Close This Complaint Quickly. I Will Wait For His Written Response Before Closing This Complaint.
