Ben Russell texted Chris Bruegge at 10:06 am and said the following: "Chris, we think that water from the evaporators should not be allowed to leave the boundary of the pond since the whole idea is to send the water up into the atmosphere and evaporate it. Evaporation would clearly not be happening if water is leaving the boundary of the pond or getting anywhere near the property line. Thanks".
Chris Bruegge responded by saying: "Understood and I will bring up the concerns with my superiors today. Please let me know if you see the evaporators being used and discharging onto your property. Thank you for your help and patience."

At 4:50pm, the Russell's called Chris Bruegge back, notifying him that the evaporators were turned off. Russell's expressed concern with the best management practices for the use of the evaporators, mainly with humidity not incorporated into their usage and if even evaporators can be used in Georgia routinely.

At 4:45pm, Chris Bruegge called David Groves, Plant Manager, notifying him of the complaint and that he will look into it.

At 4:30pm, Billy Russell called Chris Bruegge again, saying the evaporators were still operating and spraying onto his property. Russell's also stated that GRP Madison's fire pond was close to capacity and, for the last several weeks, Smith Dairy had been hauling off wastewater from the pond.
