Nature of Complaint
Caller is reporting a spill of approx. 700 Gallons of F500 multi purpose encapsulator agent (Fire Retardant) onto the ground and into the storm water retention pond at the incident location. Spill was due to a valve that malfunctioned on a steam turbine, due to unknown causes. Caller stated the s pill initially landed on the ground but due rain the material was washed about 100 into the retention pond.

Burns Werthington send EPD a letter on 4/26/21 detailing clean ups from several GA Power facilities. I have attached that letter and the NPDES report submitted to David Lyle with WPB about the incident that occurred for this report.
I recommend closing with no further action.

I emailed Dominic to check on status of disposal of water created from this incident.
He responded with an email stating that 15 of the 45 frac tanks tested as containing F-500 encapsulator and will be managed at a treatment facility in January. THe other 30 will be managed as storm water with the facilities NPDES permit.

D. Weatherill called me at 16:50 to update me for today. They have stopped the pond from discharging, have 37 frac tanks on site. Next they will test the water and see how to dispose of it.

Roger Harrell with Region 5 fisheries went to spill site this am. He did not find any dead fish at the Beaver Pond or in the creek. He will write up a report and submit.

11:55- D. Weatherill called with update. They are still collecting water from pond in frac tanks. They have 17 frac tanks as of today. Pond is still discharging. Ga Power has taken samples and will run for BOD, COD, metals, surfactants. DO from meter is 6.0 downstream from release. No additional fish noticed dead since yesterday.
14:50- Mr. Weatherill called to update me that an additional 40 minnows and 1 eel have been noticed dead. He requested that I contact Fisheries and have them come out.
15:10- I called Roger Harrell and asked him to go out to the plant site. He indicated that it would be tomorrow, 11/17, before he could go. I sent him directions, the number of fish that have been noticed, and an on site contact to meet with. He said he would call and let me know what he finds.

12:15- Dominic Weatherill with Ga Power called back to say they have observed one dead fish in creek beyond storm water pond. Moran is on site, setting up to pump out pond and stop release.
12:29- Called Region 4 Fisheries in Waycross to report that 1 fish was found and gave them the address to the site.
Jim Page called me back and said it was closer for someone from Region 5 fisheries to go to this site, if needed. Roger Harrell with Region 5 called to say he was the person going to respond, if necessary.
17:49- D. Weatherill called to update me. Still collecting water from pond placing in frac tanks. Have noticed additional 6 dead fish just outside outfall (most likely from the pond). He will continue to update me throughout the weekend.

9:05- Called GEMA
9:23- Talked with Jack Wetherington with GA Power. Moran Environmental in route to contain spill and mitigate any of product that is getting in the creek.
He also asked me to work with Dominic Weatherill on this issue.
10:05- Dominic called me. He said the substance released is a 3% concentration, it's mixed with water before it's used. Also, he corrected the creek is Lockner Creek. Ga Power has people going to each creek crossing and to the Savannah River to see if any aquatic life is being impacted. He will update me with who from Moran is responding.
