Nature of Complaint

On a daily basis, they are releasing wastewater from a metal water treatment machine behind an elementary school into Sandy Creek, which is between them and the school.

The SWP2 is in accordance with the GA EPD's General Permit No. GAR050000. There are two sampling procedures that occur for this property. These are 1) Quarterly Sampling and 2) Annual Analytical Sampling. Stormwater runoff from outfalls are collected and evaluated for color, odor, turbidity, floating solids, suspended solids, settled solids, foam, oil sheens and other obvious indicators of stormwater pollution. Records of quarterly visual monitoring must include: sample location, date and time samples were collected and examined, names and signatures of personnel who collected and examined samples, nature of discharge, results of visual analysis, probable sources of observed contamination and the reason why any samples were not collected within the first thirty (30) minutes of discharge. Annual analytical samples are monitored for COD, TSS, Oil & Grease, Dissolved Copper, Dissolved Lead and Dissolved Zinc. Records must be kept for three years after the date that the permit expires. I have attached the quarterly sampling report for the first quarter of 2015, the third quarter of 2015, the third quarter of 2016, the second quarter of 2015, the second quarter of 2016 and the first quarter of 2017.

I met with Alex Camozzi, EHS Manager, of TAV Holdings. He gave me a tour of the facility, which is a car recycling plant. He said that the water that is used for their process is in a "closed loop" system, meaning no processed water leaves the plant. I noticed that the plant was not close to a water body and there was a large concrete wall separating the plant from the wooded area. He said that the facility has a "Stormwater Pollution Prevention Plan." The plan was written by M.A. Anderson Associates in June of 2017.
