Inspected The Sandblasting/Painting Area. Atlas Built A Three Sided Work Area And Installed A Siltfence To Surround The Work Area To Prevent Any Blastgrit And Paintchips From Entering The Water. They Gave Me A Copy Of The Manifest For The Cleanup Soil And Grit That Was Disposed At Waste Management.Landfill (5-7 Tons - One Truck Load)

Mike Ruth Reports That Atlas Has Scraped Up The Soil, Grit, And Paint Chips From The Area And Prepared For Transport To Superior Landfill. Is Preparing A Waste Profile, Using The Lab Results Recently Analyzed. The Sandblast And Paint Activity Has Been Relocated, Away From The Water.

Sample Analysis Shows That Tclp Metals Are Below 40 Cfr 261.24 Regulatory Levels And Is Considered To Be Solid Waste For Purposes Of Disposal. Atlas Has Contrived An Enclosure To Catch Sandblast Grit And Overspray Which I Will Inspect.

Inspected The Laydown Area. Several Pieces Of Heavy Equipment Are Parked There For Sandblasting And/Or Painting. Sandblast Media Is Not Contained And Might Be Able To Reach The Water (Flooded Sand Mine Ponds) During Storm Events. Mr. Bruce Arnold Agreed To Contain The Used Blast/Paint Media, Have It Sampled To Characterize It For Proper Disposal. He Also Will Submit Paint And Solvent Usage Rates For A Determination Of Whether His Activities Require An Air Quality Permit.
