Nature of Complaint
CALLER IS REPORTING THAT A LAWN CARE TRUCK CARRYING AN UNKNOWN LIQUID (CHEMICAL) CRASHED AND HAS DISCHARGED AN UNKNOWN AMOUNT OF THE MATERIAL ONTO THE ROADWAY AND INTO A STORM DRAIN. LOCAL RESPONDERS ARE EN ROUTE TO STABILIZE THE SCENE. NRC#1144751. EPD D/O A. White briefed @ 10:49.

I called Mr. Massey and was informed the bucket of soil was disposed in the regular waste stream from the shop.
I recommend closing this report with no further EPD ERT actions required at this time.

Call received from Terry Stilman stating he did not tell Mr. Massey that the soil would be clean if he let it sit for 10 days. Mr. Stilman stated the spill affected only a small area that could have been hand dug into one or two five gallon buckets.

I called Mr. Wilson who then provided contact information for Marty Massey, Massey Towing owner 770-947-5616. I called Massey Towing and was asked to call Mr. Massey on his cell phone 770-616-5516.
I called Mr. Massey who stated he was told by either a fireman or Terry Stilman that the excavated soil would be clean in 10 days if Mr. Massey allowed the soil to rest. Mr. Massey and I discussed proper disposal and he stated he would dispose of the soil in a landfill. I called Terry Stilman and left a voicemail requesting a return call.

I called Mr. Wilson who stated Massey Towing & Recovery removed the wreckage, excavated the contaminated soil and replaced it with clean soil. Mr. Wilson stated he would forward the disposal receipt to me once it is received from Massey.

1048 hrs Text notification of report received from GEMA. I confirmed receipt with GEMA then called GSP dispatch and asked to speak with an officer on scene.
1056 hrs Call received from GSP Trooper Wellborn stating a TruGreen lawn care truck has overturned and some of the liquid has leaked onto the ground. Trooper Wellborn stated the driver has been transported and then he placed Douglas County Fire Department Captain Shelton on the phone. Captain Shelton stated the TruGreen truck is hauling 300 gallons of a mixture of Urea Nitrogen Fertilizer 46-0-0, Riverdale Manor Selective Herbicide and Dimension 2EW Herbicide. Captain Shelton stated approximately 5 gallons of the mixture impacted a small area of soil in a dry ditch. Per Captain Shelton, no storm drains or water have been impacted. Captain Shelton removed the safety data sheets from the truck and forwarded them to me via picture text. Captain Shelton stated a wrecker is on site and preparing to upright the TruGreen truck without offloading the product. Captain Shelton stated he will protect the nearest storm drain before the TruGreen truck is uprighted and that he is prepared to contain the spill if the load is lost in the uprighting process. Captain Shelton stated Marcus Wilson, TruGreen Service Manager is on scene 404-453-0171 and an alternate TruGreen contact is Jim Schrider 678-699-7635.
1109 hrs I returned a missed call from Terry Stilman, EPA FOSC. Mr. Stilman stated he is en route to the spill. I briefed Mr. Stilman.
1114 hrs I returned a missed call to Karen Buerki, EPA. I briefed Ms. Buerki who stated she has deployed Mr. Stilman to the scene.
1123 hrs I returned a missed call to Marcus Wilson, TruGreen. Mr. Wilson stated a backhoe is en route to excavate the impacted soil.
1216 hrs Call received from Terry Stilman confirming the scene is as reported by Captain Shelton. Mr. Stilman has demobilized from the site.
1600 hrs I called Mr. Wilson who stated the vehicle was uprighted without additional loss of product.
