Report received in Coastal District office.  Report indicates the portable toilet was recycled back to the original owner, Nature's Calling, located in Charleston, SC.  No waste was generated. Recommend report be closed with no further EPD ERT actions at this time.

1529:  Contacted ERTS.  Advised that this was related to another incident and that I had my responder on site.  Provided correct CTS number.  She advised that Moran Env. was en route for clean-up. Duplicate report.  See CTS 78077. Complaint referred to OSC Michelle Cortes for follow-up as necessary.

Duplicate report of 78077. 1422 DDO Bryan Heard dispatched me to the site.  1515 arrived on site.  Met with USCG, GSP, GDOT, and Effingham Co Sheriff Dept representatives.  DBI, which is GDOT's contractor, was also on site providing lane closure and oversight.  GA DNR LE and SCMPD Marine Patrol representatives were on boats in the river working to secure the floating portable potties.  Sapp's Wrecker Service was on site.  By the time I arrived on site, the tractor trailer had been hauled away.  The cab of the truck had been loaded onto a wrecker, and the chassis of the truck was being hauled up out of the Savannah River and loaded onto a wrecker too.  There was some minor spillage of automotive fluids on the bridge.  Sapp's Wrecker Service applied oil dry and swept it up for disposal.  One of the portable potties had already floated downriver on the outgoing tide.  SCMPD tried to keep it afloat for recovery, but was unsuccessful.  The exact location of where it sank is unknown.  The 2nd portable potty was lodged in the mud on a sandbar in the middle of the river at low tide.  There were no representatives for either the tractor trailer or passenger vehicle on site when I arrived.  I observed a minor sheen coming off of the portable potty that appeared to be unrecoverable.  It dissipated quickly.  No one on site could verify if the potties were empty, but GSP was told that the potties were en route from a site. 1611 I updated DDO Bryan Heard and he advised that Linda with ERTS reported that they had Moran Environmental en route. I advised I would call her and update her on the site status. 1619 Talked with Linda and advised there was nothing left on the bridge to clean, but the portable potty still needed to be recovered from the river. She was unsure if Moran had the capabilities to do it and said she would check. I advised that I work closely with Moran on the Savannah River and knew they had the capabilities. 1633 called Brad Sexton with Moran to give him the location of the portable potty. He advised that they were just leaving the shop with a boat and I should call John Headrick since he was headed to the bridge. 1636 I talked with John Headrick with Moran and advised him that the bridge had been cleaned by Sapp's Wrecker Service, but the portable potty needed to be recovered. I advised if I could find a better location for the potty that floated downriver, I would call him. 1636 Linda left a voicemail advising that Moran was en route to retrieve the portable potty. 1653 left message for DNR LE Kate Hargrove to inquire on location of sunken potty. 1707 Kate called and explained that she didn't have an exact location, but it was a few hundred yards downriver but before the Houlihan Bridge. She advised that she also made USCG aware of the situation in case it broke apart and floated to the surface and became a navigation hazard. Forwarded pictures to Linda with ERTS and John with Moran. 1917 John advised the portable potty that was stuck on the sandbar had been removed.
