The facility purchases used construction machinery, which is being disassembled and loaded into overseas containers, for to shipment to Vietnam. The used construction machinery has all the used oil, anti-freeze, and diesel fuel drained into containers and poured into a 500-gallon aboveground steel tank located on the concrete equipment pad. The tank opening was closed. The aboveground tank was not labeled ""used oil."" Mr. Nguyen indicated that Coastal Refining, Savannah, GA was collecting the used oil.
He was asked to send a copy of the used oil receipt.

Visited the site. Observed the 500-gallon aboveground used oil tank needed to be labeled "Used Oil.

Spoke by telephone to Mr. Mike Wirth, Effingham Code Enforcement and Mr. George Shaw, Zoning. They advised that the company is still under cease and desist order but is constructing a concrete pad and addressing E&S issues. They requested that EPD conduct a follow-up to ensure that the used oil issue has been addressed.
Investigator should contact ""Tyler"" at 770-548-4219 as he is the interpreter for the Korean speaking owner.

I visited the site with Effingham County Code Officer Mike Wirth. The County has padlocked the gates with a Cease & Desist Order for no site plans, business license etc. Mike & i entered the 1.15 acres which has been excavated. The following violations were noted: 1) E&S violations of site being cleared into the adjacent marsh. Trees were up rooted; 2) No silt fence was placed along the boundery to the marsh. A body of water along the north side between the property & the marsh may be state waters & require a 25 feet buffer. The E&S issues are being handled by the in-house E&S Specialists. See photos.3) There were severaloil contaminated soil & standing puddles of hydrolic fluid around plastic containers & heavy equipment. See photos. Prior to being placed back into operation a concrete slab with retention lips & sloped to collect fluids will have to be installed & approved by EPD. The fluids will have to be collected & disposed of properly. I visited the Heidt Realator who sold the property & got contacts at US Machinery Group.

Heavy equipment company break down heavy equipment to load into shipping crates to ship overseas.Effingham Cty Code "stop work order" no site plan. Referred to EPD oil contaminated soil from breaking down heavy equipment. Contact Mr Nam Nguyen (win) , 912-308-9735. Make arrangements to meet at site.
