Barnes arrived at Plt Mcintosh at 0930, after having reviewed cts# 55441 NH3 release on 1/12/09, US Mechanical is contractor who will do repair work, Airgas has 2 NH3 tankers onsite loaded w/ the 10k gallon contents of tank, vac trk is attempting to evacuate all vapors from tank, cutting procedure began at 1200 hrs after safety checks. Repairs made and pressure check done on tank. closed pending final e-report.

Barnes arrived at plant gate at 1055, met w/ Brian Barton, EHS for region, & plant ops mgr Doug Arnette, a camera was pointed & leak source so we could observe from inside the admin bldg., awaiting arival or Moran Enviro. to site, Moran arived about 1130, parked trl but had no means to control leak, leak is approx 1#/hr, about 11k gal. nh3 in tank x 5.2# /gl, none of the epoxies tried would adhere to cold wet tank fittings, left generators running due to extreme heat warnings, 118 on heat index both days Fri & Thur. could be shut down by 2300 Fri. nite, then 2 tankers will be attached to empty tank, vac it w/ air, then welding & cutting can procede safely, Barnes updated Alyssa Hughes at EPA.

1006 received call from Alyssa Hughes EPA Region IV ERT Duty Officer inquiring if the State was sending a responder to the site. I advised her that I was not aware of the release and had not received a page or any type notification. She provided me the name and contact number for the Georgia Power representative and I called Mr. Barton and discussed the release. While on the phone with Mr. barton the EOC paged me and when I called Wallace briefed me on the report. 1037 I called J. Barnes, briefed him on the incident and he agreed to respond. I called Alyssa Hughes back and advised that J. Barnes was responding and that he would update her as appropriate.
