Nature of Complaint
HAVE TWO BAGHOUSES FOR CEMENT THAT RELEASE DUST ALL THE TIME. DUST IS CONSTANTLY COVERING CARS IN COMPLAINANTS NEIGHBORHOOD. STORMWATER DRAINS ARE ALWAYS COVERED, AND WHEN THERE IS A HEAVY RAIN, WATER WASHES OFF INTO ADJACENT PROPERTY. THERE IS NO CONTAINMENT FOR STORMWATER. HAVE RETENTION POND THAT OVERFLOWS INTO SWAMP BEHIND COMPLAINANTS HOME.

Initial Investigation

Arrived At Hanson And Noticed That Another Concrete Plant, Rincon Concrete (Dba Evans Concrete), Was Located On Adjacent Property.
Met With Assistant Plant Manager, Gary Castle. Mr. Castle Explained That The Company Had Recently Installed A New Baghouse To Control Dust Emissions From The Fly Ash And Concrete Silos Within The Last Month. He Also Stated That The Company Uses A Dust Suppresant (Pine Sap) On The Unpaved Roads To Reduce Fugitive Dust. Introduced Me To Jack, Maintenance Supervisor So That The New Baghouse Could Be Observed. No Fly Ash Or Cement Was Being Loaded To The Silos During The Inspection. Also Observed A Pond Located Onsite. The Pond Water Was Very Clear And Had 5 Feet Of Freeboard. It Appeared That There Was No Discharge From The Pond. Also Went Down Railroad Tracks To Observe Where Creek Flows Under Rr Tracks. The Water Flowing There Was From Rain Event Prior Day And Was Clear Indicating That Stormwater Was Not Leaving Site. Advised Mr. Castle That No Violations Were Found.
Went To Evans Concrete Located Next Door. Met With Plant Manager, Mark Fagan. Observed Baghouses For Silos. The Silos Were Not Being Loaded During Inspection. Mr. Fagan Stated That Bags Are Replaced Once Per Quarter And Showed Me The Replacement Bags. Also Observed No-Discharge Basin Where Truck Washwater Is Stored. Mr. Faga Stated That Company Plans To Replace Baghouses In The Next Few Months As Part Of A Planned Upgrade.
It Appears That Dust Complaint May Have Originated Priort To Hanson Installing A New Baghouse And Excessive Dust May Have Been The Reason For Installing The New Baghouse. Both Plants And Nearby Neighborhood Are Separated By Railroad Tracks, And Stormwater Runoff To Neighboorhood Could Not Be Verified.
Complaint Addressed. No Further Action.
