Follow-Up Investigation Report
21‑Aug‑2007 by staak1
Made Contact With Complaintant This Am By Telephone. I Informed Him Of My Findings During My Site Visit. (..That I Did Not Document Any Wastewater Plant Upsets). He Said That He Had Called Because On That Day The Odor Was So Overpowering And Nauseating. He Explained That Someone From Griffin Had Come To His House To Talk About It. ( I Am Not Aware How Griffin Industries Knew That Mr Galloway Had Made An Odor Complint) He Thanked Me For Calling Him And Going Out To Investigate His Complaint.
Initial Investigation
10‑Aug‑2007 by staak1
(Entry Date: Am 8.14.07) Initial Site Investigation Made On 8/10/07. Arrived On Site 2:06pm This Afternoon. Did Not Notice Any Odors On My Way Onto Property. Signed In At Office At 2:08. On My Way To Office I Noted That Plant Seemed To Be In Full Operation ,With Visible Emissions Coming From 3-4 Stacks. First Met With General Manager, Mr. David Walker. I Explained That I Was There Due To An Odor Complaint Our Division Had Received. Mr. Walker Was Under The Impression That The Division Did Not Handle Odor Complaints, So I Explained That Since Our Office Has This Wastewater Facility For Compliance, That We Do Look Into Odor Complaints Initially To See If The Source Might Be The Wastewater Facility. Then Met Briefly With District Manager, Mr. Kelly Horne. We Then All Went Outside ~2:20 And Began Walking The Plant Area. At That Point, No Visible Emissions Were Coming From The Stacks.. Walked The Anerobic Ponds And Then The Aerated Ponds. All Appeared To Be Functioning Normally. (Note: I Have Never Assessed Their Anerobic Pond Cover Prior To This Visit). Some Odors Were Intermittantly Apparent, But They Seemed To Be Those Associated With Normal Plant Function And The Normal Anerobic Pond Gasses. Due To The Extreme Heat (~107 Degrees) The Las Spray Fields And Holding Pond Area Were Only Given A Cursory Look. The Fields Were Not Being Sprayed At That Time. All Visible Aspects Of The Wastewater Plant Seemed To Be Operating Normally, No Evidence Of Any Wastewater Plant Upsets. I Thanked Mr. Horne And Mr Walker For Their Cooperation. They Asked If Them Might Be Able To Obtain Any Written Report From This Complaint, (At That Time I Had Not Seen The Written Complaint File And Did Not Know Who Called In The Compliant, Or Whether Or Not It Was A Complaint Made Anonymously) But I Told Them Yes, Any Reports That Might Be Made Would Be Available. I Left The Plant At 2:42pm.
