After not receiving a response for the local jurisdiction, EPD went out the location to inspect it. EPD observed work being doing on the curb of the road less than 1/2 mile away from where the Complaint listed but was further away from the stream. EPD did not see any buffer violations at the time of the inspection. At this time, EPD recommends this case for closure.

County LIA informed EPD it was not county jurisdiction. After trying to figure out the correct jurisdiction, EPD forwarded the complaint to the city.
