Weekend updates from Versar uploaded. 2/13 New Fuel Total: 15,462gal New PCW Total: 63,556gal Sampling plan is also being updated to reflect the water quality parameters we wish to achieve. It will be shared with the group in the coming days. 2/14 Total of 80 yards waste collected. No new total for liquid recovered. Photos show containments holding. Sunday 2/15 Daily Report A small team of 2 worked at AATC to ensure that booms stayed in place during the storm. The river raised significantly due to the rain and mitigation measures at all remaining sites will be checked to ensure their integrity first thing in the morning.

2/11 2220hrs - Received Daily update with Lab testing overlays. All files attached. No changes to daily liquid collection counts. A third 20 yard container has been filled with recovery waste. 2/9 sample results provided.

Manual and Vac Truck recovery operations ongoing. AATC location has run 24hr vac operations through the weekend, product sheen has been reduced substantially and is moving to manual recovery by herding product with booms for collection by Vac hoses. Planned to reduce runtime to daylight hours only beginning 2/10. Daily manual removal from collection points downstream of AATC with absorbent Pads and Boom changes ongoing, reduced from rotating crews throughout the day to a once daily removal from the collection points based on volume of product collecting.  Daily reports from Versar have been uploaded to CTS. Current estimated totals for recovered fuel offsite of the airport are as follows: Total Volume: 62,737gal PCW Volume: 48,887gal Fuel Volume: 13,850gal Approx. 3,000gal fuel removed from the onsite vault in addition to the above collection totals from the Flint River.  Weekly water sampling is being performed by Versar staff. Reports from Monday 2/2 sampling have been requested but have not been provided at this time. New samples taken 2/9.  City of Atlanta Dept. of Aviation shared their water sample results from 2/4 taken from upstream of the City of Griffin Intakes near Hwy 92 and the Flint River. Eurofins report attached for reference. Report indicates contaminants below detectable thresholds.  City of Atlanta Dept. of Aviation confirmed the CCTV footage shows the leak initially exiting the hydrant piping vault on January 23rd, at 1429hrs. DoA estimates a 2gph leak from the cracked sight glass and an overall fuel spill of approximately 20,000gal after exiting the hydrant piping vault which has a volume of approximately 3,000gal. 

2/6-2/8 weekend reports (attached) continue to show progress in cleanup actions. Recovery totals (PCW, Fuel) not included, request submitted for current recovery totals. Reported spill quantity of 20,000gal fuel provided by City of Atlanta DoA.

2/1 ERT and EPA on scene at 0915. Env. Contractor crews began debris clearing operations at 1000 to encourage flow to established collections points. 1200 Fisheries on scene continuing to assess extent of fish kill. EPA demobilized. 1230 Debris clearing actions completed. Continued recovery equipment inefficiencies due to the cold weather, pause on recovery work until 2/2, when temperatures expected to be above freezing by 1000 and in the 40's around 1100. Versar confirmed new samples to be taken from all collection locations beginning tomorrow morning. 1400 ERT demobilized, plan to return 2/3 at 0900 to confirm recovery operations get up and running. Plan to meet with Leads and Versar Representatives to establish reporting guidelines commensurate with reduced need for SOSC presence. Update from J.Hakala with EPD fisheries: “Farthest downstream dead fish was observed approximately 0.6 miles upstream of upper riverdale road close to the flints confluence with mud creek. That location is approximately 3.82 miles down stream of where the flint flows out from under the airport. I talked to one of remediation guys at the upper most vacuum site and he said they would start pumping tomorrow. It’s still unsafe to wade in the river so we won’t be on site tomorrow. I have a meeting at 1000am. I can either get an update from you before 1000am or after 12.” 2/2 0830 ERT Arrived. Visual checks of all containment points confirmed placement of booms continues to be effective. 1100 recovery operations began in full, skimmer and open hose running at AATC. Additional Vac Truck began recovery from downstream collection points at Forest Pkwy and Lee's Mill Rd. Operations planned to shift to 24hr until AATC collection point is cleared Request for daily outlining objective and key metric updates from contractors/Versar made. 1430 AATC has two barrel skimmers operational, Forest Parkway Bridge has another skimmer operational and emptying the collection point. Water paste in the frac tank showed about 12.5" fuel collected, a little more than 2200gal based on the chart. Tank nearly full, roughly 19kgal pcw+fuel in total. 2/3 Collection point boom containment inspections show product is being contained effectively. Vac Operations continuous at AATC containment (main location) with two drum skimmers in operation. Additional booms placed at all locations ahead of expected rain in the late evening and early morning. Recovery at all other collection points is underway. Pad absorption and skimming are being performed manually. The third available Vac truck is moving point to point collecting fluid from locations as it accumulates. 1900 2/3 Forest Parkway and Lee's Mill collection points have been pumped out. Overnight plan is pending final confirmation of police assistance with traffic at Upper Riverdale, expected to run continuous collection 2100-0500 if approved. Vac operations to continue at all other locations overnight if police assistance is not approved. Weather delays due to freezing of equipment lines expected to be over, 24hr operations planned until AATC collection point is pumped down. The RP, QHSE / Versar, is providing daily written updates following crew shift changes at 1900. Monday and Tuesday reports attached for reference. 2/4 Daily operations continuing as planned, 2 truck 24hr vac operations at AATC with mobile vac operations taking point at each collection point downstream as product accumulates. Absorbent booms continue to be changed daily, or more frequently if saturated. Moderate rains around 1100 provided a flush that moved product to established collections points and expedited recovery efforts. GA EPD Industrial Stormwater inspectors and GA EPD ERT went on Airport to observe the spill location at a hydrant vault north of terminal A, the associated storm drain, the outlet (FR26) leading into the Quarry collection point, and the outlet to the Flint River inside the Quarry. Minimal residual product observed, booms in this area appeared to be changed regularly and were not saturated. Records Request made to DOA and Versar for SPCC, SWPPP, past inspection records and sampling results, and NOI's. Collection point inspections continue to show containment holding product as intended. Project current estimates for total PCW and fuel collected* (gal) are as follows: PCW: 27,389gal Fuel: 8580 Total: 35,969gal *Measurements may not be an exact match to final reported quantity due to tank tilt at the frac tank staging area. ERT Demobilized at 1915. EPA R4 planned to be on scene 2/5. EPA R4 has requested copies of the SPCC and SWPPP plans being submitted by Versar and Atlanta DoA.

0800 ERT and EPA onscene at AATC. Verified containments holding at AATC, Forest Pkwy, Upper Riverdale, and Valley Hill. No change, product accumulating and ready to collect. Samples from Valley Hill delivered to Eurofins lab for testing, TPH-Jet-A and TPH-DRO primary focus. 1500 Temperature/equipment issues continue to slow skimmer and collection operations at AATC and Forest Pkwy. Reinforced Boom collections at all locations, supplemental additional booms applied or in process of being applied at all Collection points. Lees Mill Rd established as new, additional collection point between Forest Pkwy and Upper Riverdale. Pending afternoon meeting at 1545 need proposal and timeline for addressing river obstructions to allow flow to collection points. Brief update to follow after meeting. Updates from Team Lead meeting and final site inspections. Confirmed additional absorbent boom placements at all collection points and new collection point of Lee Mill Rd. Confirmed placed at 1800, all locations. Requested confirmation that free product collection from the airport 'quarry' collection point is still active or has been completed. No estimate for released fuel provided at this time. Plan for 2/1 includes tree/debris clearing from locations 2 locations. The first at the initial outfall to flint river for collection at AATC and the second from Atlanta S parkway for collection at Lee's Mill Rd. Vac truck operations delayed due to freezing conditions affecting collection hoses, but is expected to restart at 1200 when temperatures rise above freezing and is planned to run 24/7 going into the week. EPA demobilized 1630, ERT demobilized at 1830. Planned return at 0900 on 2/1. Fisheries has been updated on status of fish kill, coordination planning their site inspection is ongoing.

ERT on scene and assisting from 0900 on 1/30. At 0930 we received confirmation from Wes Bowen that there was a failed sight glass on the hydrant fuel system. The leak appears to have begun prior to 2200 on 1/29, with fuel leaking into the storm drain system on the airport from then to the present. The damaged equipment was reported repaired at 1030 on 1/30. By 1200 ERT and Environmental Restoration identified the leading edge of the spill into the Flint river at the bridge on Upper Riverdale Rd and applied a solid boom to contain the observed spill. This location is roughly 4 miles offsite from the Airport. Additional booms were applied 1mi downstream at Valley Hill Rd Bridge at 1245. No product was observed at this location, booms were placed to contain any fuel that may have been past the boom placed on Upper Riverdale Rd. By 1430 Environmental Restoration and subcontractors had mobilized to the AATC parking lot roughly 0.5mi downriver. Solid booms were deployed and 2 Vac trucks were onsite to begin removing fuel from the surface of the river. A third Vac Truck is en route to location. Frac Tanks are scheduled for arrival ETA 1630 to be set at Forest Parkway and Clark Howell Hwy for offloading the Vac Trucks. As of 1630, the RP has not provided an estimated quantity of fuel released to the storm drains and river. Two Frac tanks delivered to Forest Parkway Bridge location. Visual Containment confirmed at Upper Riverdale Rd, no observed impact at Valley Hill Rd. Fish Kill observed and documented as far as Forest Parkway Bridge fisheries notified. Additional hard boom was deployed at Forest Parkway Bridge at 1800. Recovery operations underway at AATC collection point to continue overnight, skimmers deployed for collection. Additional Absorbent booms to be deployed overnight at Forest Parkway bridge and Upper Riverdale Rd. Confirmed existing sampling plan will be carried out with delivery of samples planned at lab open 1/31 1000. EPA and ERT demobilized at 2100, planned return at 0800 on 1/31.

ERT has been on scene and assisting from 0900 on 1/30. At 0930 we received confirmation from Wes Bowen that there was a failed sight glass on the hydrant fuel system. Solid booms were deployed and 2 Vac trucks were onsite to begin removing fuel from the surface of the river. A third Vac Truck is en route to location. EPA OSC arrived at 1600. Frac Tanks are scheduled for arrival ETA 1630 to be set at Forest Parkway and Clark Howell Hwy for offloading the Vac Trucks. As of 1630, the RP has not been able to provide an estimated quantity of fuel released to the storm drains and river.

SOSC Peng conducted an investigation of the area and located the source to be a release from a fuel tank farm at the airport. The release amount is unknown at this time, and an assessment is being done to verify if the release has made its way to the Flint River. Contractors have been activated by the RP. EPAR4 has been informed by ERT.

0754 Confirmed with SWP. Caller advised a strong gasoline odor is present in the area and their multirae detected 14ppm VOCs. They are unable to locate the source of the odor. 0826 SOSC Peng was mobilized to the area to investigate.
