Nature of Complaint
Farmer is bringing soybean product from out of state and dumping on field. Mr. Coarsey estimated about 950 tons has been dumped. He also said the Farmer is planning on brining chicken feces to mix with and fertilize his land.

Lisa Myler, Serena Broska, Henry Higgs (Georgia Department of Agriculture) and I met with Tony Kincaid to discuss his plan for the material. He had brought in wheat hay, and bentonite clay to mix with the soybean material. He was unclear on if he would be mixing and composting the material or harrowing into the land in agronomic rates. We gave him some recovered materials information and let him know he would need a PBR if he wanted to compost.
