A site visit was conducted in order to obtain water samples. it was observed that the facility has moved all chemicals form proximity of the drainage ditch/wetlands (see attached photos). Water samples sent to the lab and Effingham County notified for a follow up. stated they they would be getting containment for storage as soon as possible and enforcement letter will be forthcoming after water sample results and more information from the county as to what they are proposing.

A site visit was conducted at the facility with the Effingham Fire Inspector: a meeting with the EMA director, Development Service Director, building inspector, and fire inspector was done prior to the visit to discuss what Effingham County had seen the week before. Upon arrival at the facility, we were met by the owner, and we spoke through a translator (her daughter) because she only spoke Mandarin Chinese. We looked at the entire property and the warehouse and found several questionable issues that should be followed up on by EPD and the County. (see attached pictures). One of the pressing issues was the possibility of the discharge of chemicals into the Stormwater ditch (with overflow outlet) into the water and on the soil. Some storage of product was within 10 feet of the ditch and possible wetlands, where if there were a release, it would run into the ditch/wetlands. (they were asked to move everything at least 50ft away from the ditch, and they were asked to put all storage containers into secondary containment to help prevent potential contamination. It was also noted that the facility had no stormwater permit and they were advised they need one. So, after a discussion with my supervisor, the district will take some water samples and write an enforcement letter.
